Legislative assemblies should convene for at least 60 days a year, and the “no work – no pay” rule should be applied to legislators who are absent from the sessions. Andhra Pradesh Legislative Assembly Speaker, Chintakayala Ayyannapatrudu, has made a sensational proposal to apply the “no work – no pay” rule to public representatives who do not attend the legislative sessions.
He also requested the Lok Sabha Speaker to grant the “Right to Recall” power to the people, so that they can recall their representatives if they still do not change their behavior.
He participated in the 86th All India Conference of Presiding Officers of Legislative Bodies being held in Uttar Pradesh on Wednesday. On this occasion, he spoke on the topic of “Accountability of the Legislature to the People”.
The Hon’ble Speaker expressed his anguish, citing the situation prevailing in the Andhra Pradesh Legislative Assembly. He stated that since the elections in June 2024, some members have not attended the assembly even for a single day, nor have they participated in any discussions.
He said that it is very unfortunate that most of the members who do not attend the assembly are regularly receiving their salaries and allowances. He stated that such unethical behavior would diminish their standing in the eyes of the public.
As there are currently no clear rules for taking action against those who do not attend the sessions, Mr. Ayyannapatrudu requested Lok Sabha Speaker Om Birla to provide guidance on this matter.
He made two main suggestions on this occasion: Just as salaries are deducted for employees who do not report to work, the “no work – no pay” rule should also be implemented for public representatives who do not attend the sessions.
If public representatives neglect their duties, the “Right to Recall” should be granted to the voters, even if it requires amending the Constitution or the Representation of the People Act, to allow them to recall their representatives.
The Speaker expressed concern that the working days of the legislatures are unfortunately decreasing year after year, which he said is an indicator of the system’s ill health.
He clarified that the legislatures should function for at least 60 days every year, only then can the government be held accountable through question hours and other discussions, and be made answerable to the people. He advised the members to introspect and work in accordance with the aspirations of the people, as public trust in public representatives is waning.
