The 29th e-Cabinet meeting held at the State Secretariat under the chairmanship of Chief Minister Shri Nara Chandrababu Naidu took decisions on various issues

The State Cabinet has approved the proposal made by the Health, Medical and Family Welfare Department for approval of the RFP prepared to invite tenders from insurance companies for the formulation of a universal health policy in hybrid mode under the Ayushman Bharat – PMJAY – Dr. NTR Vaidya Seva Scheme.

Through these proposals, quality medical services will be provided to about 5.00 crore people in the state. Families above the poverty line will be strengthened by providing insurance coverage ranging from Rs. 2 lakh to Rs. 5 lakh per family per year.

Medical services will be provided under this scheme to all the others except employees covered under EHS.  The Chief Minister suggested that medical services should also be provided to journalists under the Working Journalists Health Scheme.

A clause has been included in this RFP so that approval is given within six hours of the patient’s admission to the hospital. A provision has been made to complete the transaction process to be paid to the hospitals within 15 days. The RFP has been included in the RFP so that any frauds committed in the implementation of this scheme can be identified and action taken by the PMJAY Central Government through the Anti-Fraud Program.

Development of 10 new medical colleges in Adoni, Madanapalle, Markapuram, Pulivendula, Penugonda, Palakollu, Amalapuram, Narsipatnam, Bapatla and Parvathipuram under Public Private Partnership;  (b) Approval of draft RFPs and concession agreements for development of 4 medical colleges at Adoni, Markapuram, Madanapalle and Pulivendula under PPP mode in Phase-1

A total of 10 medical colleges will be developed through PPP model. The construction of these colleges will be completed with admissions from the academic year 2027-28.

Proposals will also be taken to formulate and regularize a new scheme for control and imposition of fines on buildings constructed illegally and in violation of the sanctioned plan within the limits of ULBs/UDAs/APCRDAs in the State (excluding the Capital City area) till 31.08.2025.

With a view to removing the requirement of mandatory joint validation of degrees for both greenfield and brownfield universities and streamlining the regulatory legislative framework governing private universities in the state, the Cabinet has approved the amendment of the Andhra Pradesh Private Universities (Establishment and Regulation) Rules and the deletion of provisions under Sections 2, 11-A, and 33-A.

According to government norms, the establishment of private universities in Andhra Pradesh will bring benefits such as better educational standards, economic growth and enhanced research capabilities. In addition, the Cabinet has approved several development programmes under various departments, said Kolusu Parthasarathy, Minister of State for Information, Public Relations and Housing.
